Legislative Update –

Julie holds a Master’s Degree in Communication Studies from the University of North Carolina at Chapel Hill, where she studied public policy argument, and undergraduate degrees in Communication Arts and History from Marist College in Poughkeepsie, New York.

A published author and instructor of college-level communication courses, Ms. Rabinowitz has served as both executive staff and on the boards of numerous non-profits in Maine and beyond. She’s handled internal and external communication as well as managed finances and developed and implemented strategic plans. Ms. Rabinowitz has worked at the FDR and JFK presidential libraries and currently serves as the director of communication for the Maine Department of Labor.

The Role of HR in Business –

Mr. Twigge became a Corporate Vice President of the Company in August 2010 and leads worldwide human resources. Before joining IDEXX, from 1999 to 2010, Mr. Twigge held various human resources leadership positions at Abbott Laboratories, Inc., a broad-based healthcare company that manufactures and markets pharmaceuticals, medical products, and diagnostics.

Most recently Mr. Twigge was Divisional Vice President, HR, for Abbott Diagnostics. Prior to that, he served as Divisional Vice President, HR, for Abbott Nutrition International and as Regional HR Director for a number of international operations including those in Europe, Latin America/Canada and the Middle East.

Joan Dolan has worked for the Maine Department of Labor since 2009, beginning as a CareerCenter consultant and moving into successive leadership roles in developing and leading training programs that address employer needs.
She has extensive experience in program development, education administration, career counseling, supervision and evaluation of personnel, teaching, coaching, and mentoring. She led the department’s successful healthcare training grant which trained more than 1,000 individuals in various capacities to address industry needs in Maine, and went on to manage the apprenticeship program and the Competitive Skills Scholarship Program.  She speaks to trade and professional associations and economic development groups about implementing sector strategies to develop career pathways for workers while training them for the skills businesses need to grow.
